I have the honour to acknowledge the receipt

of your cypher telegram of the 30th November, paraphrase of which is enclosed, and to confirm my reply, paraphrase of

So which is also enclosed, of the 22nd December, together with a

list of the German subjects who passed through or left this

port for Singapore and western and southern ports.

As far as I have been able to ascertain these

persons were ordinary mercantile passengers or travellers for

pleasure. There is no indication that they formed part of an

organised movement nor that any such movement took place prior

to the outbreak of war.
